Coalition Reflection Meetings: Deepening Strategy and Coordination for Front-of-the-Pack Warning Labelling Regulations (FOPWL) Advocacy in Uganda.

Strong advocacy requires more than passion; it requires discipline. The willingness to stop, assess, adjust, and push forward with a refined and sharper strategy. That discipline is exactly what Uganda’s National Coalition on Front-of-the-Pack Warning Labelling (UNCC-FOPWL) has been doing every single month.

Throughout the quarter, CEFROHT, together with coalition partners SEATINI, FIAN Uganda, and CONSENT, held regular monthly coalition reflection meetings to review progress and strengthen ongoing National advocacy for an evidence-based Front-of-the-Pack Warning labelling (FOPWL) regulations in Uganda.

These meetings have become a core part of how the coalition works. They go beyond general updates and focus on critically assessing the effectiveness of ongoing interventions. Partners jointly review advocacy activities undertaken during the month, analyse what is gaining traction, and identify gaps that require a shift in approach. This has allowed the coalition to remain adaptive, responsive, and more strategic in how it engages different stakeholders.

A key area of focus has been coordination across the coalition’s specialized roles. Each partner contributes distinct expertise to the advocacy process. This includes structured engagement with media houses and journalists to shape public narratives around the NPM and FOPWL; targeted mobilization of local communities and leaders to build awareness and grassroots support; engagement with legal practitioners to strengthen the legal and accountability dimensions of the advocacy; and systematic monitoring of the food and beverage industry to track trends, messaging, and potential resistance to the public health tool.

The reflection meetings have also been used to align messaging and ensure consistency in how the FOPWL advocacy campaign is communicated across different platforms and audiences. This has been particularly important in maintaining clarity around the need for an evidence-based model, while addressing misinformation and competing narratives from industry actors.

In addition, the coalition has used these sessions to track progress against its broader advocacy objectives, including stakeholder engagement at national and sub-national levels, policy influence, and public awareness. This has helped ensure that efforts remain focused on outcomes, rather than isolated activities.

The result of this consistent, structured approach is a coalition that is not just well-coordinated; it is built to last. Monthly reflection has become the engine that keeps the FOPWL advocacy campaign focused, evidence-driven, and moving forward even when the policy environment shifts or resistance emerges.
