The Fourth National Development Plan (NDPIV): Accelerating Socio-Economic Transformation

This document summarizes the introduction and strategic direction of Uganda’s Fourth National Development Plan (NDPIV), the fourth in a series of six plans designed to achieve the goals of Uganda Vision 2040.

Context and Challenges

The primary objective of Uganda Vision 2040, approved in 2007, is to transform the nation from a peasant to a modern and prosperous society. Key targets include growing the economy to a GDP of USD 581 billion and achieving a per capita income of USD 9,500 by 2040. However, the implementation of the first three National Development Plans has fallen short, placing the country behind its desired socio-economic transformation trajectory. Achieving these ambitious goals now requires a fundamental shift in strategy to accelerate growth in the remaining 15 years.

Concurrently, NDPIV is the final plan to deliver on the 2030 Sustainable Development Goals (SDGs). While progress has been made in areas like health, education, and infrastructure, Uganda is lagging on critical indicators including poverty eradication, zero hunger, climate action, clean water access, and decent work.
