CEFROHT joins NPA and Key stakeholders to Shape Uganda’s National Non-State Actors Engagement Framework.

CEFROHT joined the National Planning Authority and other key stakeholders at a brainstorming workshop on the National Non-State Actors’ Engagement Framework (NNSAEF). The session, hosted by the National Planning Authority (NPA) in partnership with GIZ, marked a critical step towards formalising structured and inclusive engagement of non-state actors in Uganda’s development planning.
The NNSAEF is being developed under Section 7(2)(f) of the NPA Act, Cap 202, which mandates the Authority to liaise with civil society and other non-state actors in evaluating government performance, identifying gaps in policy and program implementation, and contributing to Uganda’s planning, budgeting, monitoring, and reporting processes. The framework aims to provide a transparent, participatory, and accountable platform for stakeholders to input into national development initiatives.
During the workshop, participants contributed valuable insights on the conceptualization of the Framework, discussing mechanisms for structured engagement, dialogue, and feedback across all stages of the planning cycle. The session also highlighted opportunities for collaborations among stakeholders, enabling better coordination and a shared vision for Uganda’s socio-economic growth.
CEFROHT’s participation strengthened the role of civil society in advocating for rights-based and inclusive planning processes. Engaging directly in the workshop allowed CEFROHT to contribute practical recommendations on how non-state actors can monitor government performance effectively while ensuring the voice of communities, particularly marginalized groups, is heard.
A key focus of our engagement was on Uganda’s Fourth National Development Plan (NDPIV). Through aligning discussions and recommendations with NDPIV priorities, CEFROHT aims to ensure that non-state actor inputs directly influence the implementation of national development goals, particularly in areas of health, nutrition, and human capital development.
This brainstorming session is a milestone toward operationalising the NNSAEF, ensuring that Uganda’s development agenda is informed by evidence, stakeholder expertise, and public interest priorities. Through institutionalizing stakeholder participation, the NPA is paving the way for more accountable governance, improved policy implementation, and stronger partnerships between government and civil society.
