CEFROHT Champions Agroecology Through Governance and Law in East Africa

The Centre for Food and Adequate Living Rights (CEFROHT) has launched a groundbreaking initiative to integrate agroecology into governance, accountability, and legal frameworks across East Africa, marking a transformative shift in the region’s approach to sustainable agriculture.
Recognising agroecology as a rights-based socio-political process rather than merely a farming technique, CEFROHT is compelling governments to adopt legal and policy measures that institutionalise agroecological practices. This intervention emphasises the state’s obligation to uphold the right to adequate food, nutrition, health, and a sustainable environment under national and international law.
Strategic Partnerships with Local Governments
CEFROHT has forged alliances with three Ugandan districts—Mukono, Kiboga, and Kyankwanzi—signing Memoranda of Understanding (MoUs) to support smallholder farmers in adopting agroecological methods. These practices aim to enhance food sovereignty, improve nutrition, and boost household incomes while safeguarding environmental health.
Key engagements with the Uganda Local Government Association (ULGA) and the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) have identified by-laws, ordinances, and community advocacy as vital tools for advancing agroecology. Local governments have committed to:
- Enacting policies that promote organic farming and biodiversity conservation.
- Mobilising community participation in agroecological initiatives.
- Supporting youth and women entrepreneurs in sustainable agriculture.
Nansubuga-CEFROHT Agroecology Farm: A Model for Change
On 13th March 2025, policymakers and district leaders convened at the Nansubuga-CEFROHT Agroecology Farm, a community learning centre and demonstration site. The visit showcased the practical benefits of agroecology, strengthening political will to integrate these practices into local governance.
Legal Frameworks Driving Agroecology
- CEFROHT is pioneering the use of by-laws and ordinances to:
- Regulate harmful agrochemicals.
- Protect indigenous seed systems.
- Promote organic markets and school-based agroecology programmes.
- This innovative approach ensures agroecology is not just an optional practice but a legally enforceable public policy priority.
CEFROHT’s model represents a major leap in institutionalising agroecology as a public good and human right. By embedding it in legal and governance structures, the organisation is paving the way for resilient, inclusive, and sustainable food systems across East Africa.
With plans to expand this initiative to other districts, CEFROHT remains steadfast in its mission to transform agriculture—ensuring it nourishes communities, protects the environment, and upholds the dignity of all farmers.
